The Whispers armor is purchased from Armor Requisitioner Betje within the Chantry of Secrets in Bloodtide Coast. You must be a member of the Order of Whispers to buy it, and it is for level 80.

The Maiden's Whisper is the main tavern within Rurikton and one of four main taverns in Divinity's Reach. It, like other taverns in Kryta, has multiple storeys and a basement.
